City of Fall River

Since August 4, 2014, residents must place all their trash in the Fall River official purple trash bags before disposing curbside.  Place purple trash bags into the green cart for collection. 

The Fall River purple trash bags are conveniently available in the following sizes and quantities at retail outlets throughout Fall River:

  • Mini, 8-gallon PAYT bags are sold in packages of eight for $6.00/package.
  • Small, 15-gallon PAYT bags are sold in packages of eight for $10.00/package.
  • Large, 30-gallon PAYT bags are sold in packages of five for $10.00/package.

No sales tax will be applied with the purchase of these bags.

The PAYT bags are for solid waste only and not recyclable items.  The PAYT program allows the City of Fall River to increase recycling and reduce the amount of trash generated, resulting in savings for Fall River.  These savings may allow the city to allocate funds to higher priority services.  PAYT also creates a far more fair and efficient trash collection program for everyone.  Residents who recycle will no longer subsidize trash collection for their neighbors who may not recycle.

Remember, by recycling more, you’ll produce less trash, which means you’ll use fewer trash bags.  The PAYT program lets you take control of your waste disposal costs!  Also, when residents throw away less and recycle more, the environment is better preserved as landfills last longer, greenhouse gas emissions are reduced, millions of BTUs of energy are saved, and natural resources last longer.

Where do I buy the bags?

What can I recycle?

All acceptable materials should be placed in the blue recycling bins on the sidewalk after 4:00 p.m. the evening before the scheduled collection day, which is same as your scheduled refuse collection day, and by 7:00 a.m. the morning of the scheduled collection day. Place all items in your recycling cart loosely. Please do not place recyclables in plastic bags.

The Sanitation Division utilizes refuse and recycling trucks to make 18,000 daily curbside household collections of:

Paint and oil are accepted May through October during scheduled times at the City Garage located at 10 Lewiston Street.

How do I contact Fall River’s Department of Community Maintenance?

Is there a limit to the amount of materials I can recycle?

No. The City encourages residents to recycle as much as they can. The more you recycle, the fewer bags you will need to purchase and the more money you save.

How does this program work?

Simply buy purple, City-approved bags at retail stores throughout the City, and dispose of your trash in these bags as you normally would. Residents must place all their trash in the Fall River official purple trash bags before disposing curbside. Place purple trash bags into the green cart for collection.

What is PAYT?

“PAYT” stands for Pay-As-You-Throw. Fall River’s PAYT program is based on a fair, more equitable pay-per-bag basis. PAYT is the single most effective way to reduce trash and increase recycling.

How is this program good for Fall River?

In general, Fall River’s PAYT program brings municipal, residential, and environmental benefits. The City benefits from savings in reduced tipping fees. Residents may benefit because A) the program is more equitable. With the PAYT program, people who generate less trash will pay less by using fewer bags, and people who generate more trash will pay more by using more bags. It encourages people to recycle. And B) with the choice of how much they want to recycle, residents now have more control of their trash disposal costs. Finally, environmental benefits come from a slowdown in the growth of landfills, as well as reduced greenhouse gas emissions and water and soil contamination.

What about large families?

If large families buy more than smaller families, they will have more to throw away and will have to buy more trash bags. This program will give them a chance, and a new incentive, to lower their costs by recycling everything they can.

Isn’t pay-as-you-throw a hardship on low-income households?

To the contrary, pay-as-you-throw gives low-income residents the opportunity to control their expenses for solid waste disposal—an opportunity that they did not have in the past.

Isn’t pay-as-you-throw a hardship on senior citizens?

Because many seniors produce less waste than other residents, small (8-gallon), lower-cost bags are available for seniors (and anyone else who generates small amounts of trash).

Do apartments, multifamily dwellings, or businesses participate in pay-as-you-throw?

Fall River’s single-family homes and multi-family dwellings currently being served by the City that include up to 6 units, participate in Fall River’s PAYT program. Tenants in single-family homes and multi-family dwellings currently being served by the City, must comply with the PAYT program; it will be the tenant’s responsibility to purchase the official Fall River trash bags. Regulations will be enforced and if the tenant is found to be noncompliant, a warning will be issued and subsequent fines may be levied. Businesses currently being served by the City, including all pink cart business customers, participate in Fall River’s PAYT program. The tall kitchen bag says it is a 15-gallon bag, but it looks like the same size as the 13-gallon bag I have been using. Is it really as big as it says it is?

When tall kitchen bags with twist ties were originally marketed to the public, they were designed to fit 13-gallon cans, and they had a closed capacity of just under 13 gallons. When drawstring bags later came on the market, they were sized to fit the cans, but because of their efficiency, they actually hold more garbage when closed. WasteZero’s tall kitchen bags are sized to have 15-gallon capacity when closed and still fit most 13-gallon trash cans. This sizing and capacity meets all of our contractual specifications.
